Many people don't consider non-bulk UCE to be spam.  Content is
irrelevant.

More importantly, I am repeating what I understand *spamcop's* rules
to be.  Their system, their rules.

Generally, most people who say that UBE is Spam that I'm aware of say
that simple customization/personalization does not make an email
message to be non-bulk.  Nor does inserting random text or characters.

If the same basic message, with different URLs, was sent to many
different different people, then it is bulk.
