My understanding of the rules is different...

The referenced page does not attempt to describe spam.  It does lay out 
some examples of what cannot be reported, but gives no hard and fast 
rules about what *is* spam.

In fact, after the section that says it must be unsolicited *and* bulk 
(UBE), they go on to say "There are other situations that qualify, but I 
think the bulk of spam will meet the above requirements."

In other words, Spamcop (for the most part) leaves the determination of 
whether it's spam up to the reporter.

UCE, to me, is spam.  If, for no other reason, than because the 
*recipient* cannot distinguish it from UBE.
