I love this country. Pass laws, but don't figure out how to punish the
offenders... No wonder we haven't see any abatement in the spam.

Almost as bad as passing laws to force someone somewhere to do
something but don't bother funding the required action... And that's
what I thought had happened in this case.

Well, no cases until tax time... <sigh>
