I agree with your assessment.
I'd still continue to report to DirectI and others ...
especially whenever some/most/all of the registration
information can be proven to be inaccurate/bogus.
And if after a fortnight there is no activity or action
by the registrar - I would wait a few extra days and
then escalate by sending information to ICANN.
Give ICANN a copy of what was sent to the registrar ...
and explain that you've waited more than the prescribed
amount of time in ICANN's policy. It may also be
worthy of noting a history of whois accuracy reports
being filed and not acted upon.
I would *not* reference anything to do with spam, etc.
