Spamcop reporting must have some effect since it drastically reduces the
amount of spam received by those who use it.

While I understand your frustration with reporting, it still does a lot of
good and the more people that report the better. Unfortunately, it isn't
the technical aspect or the legal aspect that makes spamming worthwhile but
the human believe that you can get rich watching TV, slim eating pizza and
obtain larger genitals in a plain brown wrapped package.
