[SpamCop-List] Legitimate sites penalised ?

Why are legitimate sites penalised by the current algorithm?
I have noticed that some very high traffic sites are being Penalised by the
current algorithm yet spammers get away scot free.

I would suggest that the algorithm be changed to wipe out the proxy abusers
and be fair to genuine sites.

Why should a 200,000 member site get penalised because they only give
updates once every 2 months ?

Do they abuse proxies ? NO.
Does thier traffic even come from email. NO.

I have another example of a site with 45,000 members that sent an email
update.
The site hardly ever sends emals to members.
All members are confirmed opt-in.
So they send and email and get listed. Why ? Because they dont sent regular
emails ? And hence dont have a regular email volume.

Just what is the score ?

Send emails every week to your members just in case ?
