_Does_ not want.

Actually Spamcop did parse bodies of newsgroup posts (this was quite some
time ago).  The proportion of mis-reported messages was so high that it
was felt necessary to turn it off.  Many URLs in reported posts were
innocent, and there was also a lot of dispute about what kind of thing
should be reported in the first place.
