Why shouldn't they be required to take that extra step of checking over 
the report? There is the quick reporting feature, but it's easily open 
for abuse. If you use quick reporting instead of previewing your reports 
before sending, you run the risk of reporting yourself or something that 
might not actually be spam. You are responsible for making sure that you 
don't report yourself or some other innocent bystander. SpamCop's 
reputation with abuse admins relies on its users not making reporting 
mistakes. If you search through the newsgroup, you'll find enough posts 
from people who made reporting mistakes due to quick reporting.
