The CIDR report says AS701 has 8 upstream adjacencies:

However, larting an upstream of UUNet isn't likely to get them
Evidence shows Cyveillance abuse internet resources.
I recommend unchecking their box in SpamCop reports.
Cyveillance are part of the problem.
They are not part of the solution.
