That's not going to change as it would also hit tons of
innocent bystanders and could quickly kill the reputation
of SpamCop with white hat ISPs - and the others don't care
anyway. Also the SURBL <http://www.surbl.org/> relies on
accurate oversight of spamvertized URLs.
