Maybe those are the links you followed.

For me, I started on
http://members.spamcop.net/anonsignup.shtml ,

clicked the link for "What do I need to know to get started reporting spam?"
[This is a rather basic, non-technical. beginner's link, no?] That goes to
page http://members.spamcop.net/fom-serve/cache/125.html

125.html has a link named "How can I control unsolicited bounces?" [This is
a rather basic, non-technical link name, no?] which goes to
http://www.spamcop.net/fom-serve/cache/380.html

In summary, the title of the page is "How can I control unsolicited
bounces?" From my perspective, this page was aimed at the general public.

Perhaps there was some confusion that a link intended for public consumption
was pointed to a webpage that was written for professional consumption.

In that case, I would like to see the public-consumption version.
