One thing I've never been sure about out is whether the GMT offset is
supposed to reflect "daylight savings time".  I.e., should the offset be
fixed for a given geographical location, or should it vary based on the
current difference from GMT?

For example, in the winter, New York uses EST (Eastern Standard Time), which
is GMT-0500.  In the summer, New York uses EDT (Eastern Daylight Time),
which is EST+0100.

So in the summer, would you say that New York is GMT-0400, or would you say
that it's still GMT-0500, and then make a separate adjustment for daylight
time?

P.S.  The GMT offsets in the email headers appear to use the former
convention.  An email sent to me from someone on the west US coast has the
offset GMT-0700, which accounts for daylight time.  So maybe that answers
the question. :)
