[SpamCop-List] What is this, spam?

Dear Ma'ams and Sirs,

I would like to learn to be more careful about what I report through
SpamCop.

The SpamCop parsing offers me to "View Full Message," so I can confirm it's
spam before Sending Spam Report.  Below is what SpamCop shows when I "view
full message."

I've seen this a million times before.  But I would like to be more careful
about reporting this type as spam, just in case it is not.  What kind of
mal-email is this?  There is a .jpg, but I don't know what it is, because I
did not open the mal-email.  Shall I assume it is a spamvertisement?  There
is no other evidence of some false product being sold, as far as I can tell.
If this is spam, how can I be sure?

If the body contains a thousand characters of solid gibberish like this one,
shall I assume it is not spam, but some other type of mal-email -- and
should -not- be reported through SpamCop?
