Don't feel bad.  You are correct in that the OP's question
is not covered in the referenced link.  The link addresses
the listing of an IP in the BL ... the OP's question was
apparently a request to have the reporting address to
be changed for any complaints on an IP.  That the OP
appears to be brain-dead is yet another issue.
