Yes, sometimes it's just bad HTML.  Othertimes, it's "check for IE and do
this code, otherwise check for NS and do this code, otherwise give an
error message".

Then there are the ones that don't know how to check browsers in the first
place, like the United States Postal Service (www.usps.gov) which gives
me the following warning on every page on their site:

    Warning, you are using Opera Version 7.51 (Windows 98)

    The recommended browsers to view this page are:
    - Internet Explorer 4.0 or better
    - Netscape 4.0 or better
    - Mozilla 1.0.1 or better
    - Opera 5.0 or better

Apparently, Opera 7.51 doesn't fall under the "Opera 5.0 or better"
category.
