Lots of thanks goes to the downstreams that leases MCI's IP space 
too. Looks like there are one too many hosting resellers way too 
eager to get spammer's blood money. 

But I do wonder if this study was done in terms of percentages 
considering that MCI has a VERY large portion of IP addresses across 
the globe. To me I believe that China is far worse since it appears 
that EVERY portion of their network has spammers.
