[SpamCop-List] No links processed - why ?

Why, when the parser says re: the message source:

"ISP has indicated spam will cease ISP resolved this issue sometime
after  [time stamp]  Nothing to do"

doesn't it continue parsing links in the spam ?

That the ISP eventually stops the source (in this case the source was an
mx) has no effect on the spamvertised links, so why ?
