They are not really "originating" at comcast; they are being sent by
zombies using comcast as their ISP. Still, comcast could do a better job
in blocking ports or whatever is necessary to prevent their outflow. I get
quite a few each day from them, and if you scan the sending IP you usually
find that the box has all or many of its ports wide open. 
I add a manual note to each comcast spam report from a zombie, making sure
that they know that I know what's going on. I recopy the IP and tell them
that they have a hijacked zombie spamming machine and they should kill it
immediately. I haven't gotten any repeat offenders, so it's a good guess
that comcast is doing something. Earlier this year, I was getting repeat
spams from the same IP at comcast.
It has to be that many people are simply too cheap to buy good AV
software, or don't know what they are doing. I wonder if the time is
coming that a license will be required to use the internet?
