I don't make the rules, and I'm not a deputy or any other kind of admin,
I'm just telling you what they are so that you won't get in 'trouble'
for breaking them. It is *not* OK. It is not OK to separate out the
spam from the rest of the bounce and spamcop report it. It is not
considered 'spamcop spam'. There are all kinds of undesirables that
spamcop does not consider spamcop reportable. That is one of them.
People can argue about it and suggest changes, but in the meantime they
are supposed to play by the rules.

I don't think I would even attempt to manually report a flood of
bounces.

Yours/ours, but you need to know about the rules. Deputies will fine,
admonish, warn, or kill an account if rule breaking gets discovered
because of the response of a provider to something.
