This is an interesting point. It appears that a number of these ISPs 
ignore their own TOSes all for the mighty dollar. 

Makes me think of the whining from Hopone's representative who is 
posting on NANAE about the SPEWS listing."Well, we couldn't shut him 
down.. we had $300 grand invested."
