Certainly the "brains" (and I use the term very loosely :-) behind most 
spam is in the US.  But our logs show most of the spam email itself,
as well as spamvertized web sites, are in or come from China, with
Brazil in second place and Israel in third.

Is it known that the Chinese hosts are paid hosting sites, and thereby
actively participating in this spam scam?  Without specific evidence,
wouldn't it be just as likely to be inept newbie admins allowing Windoze
zombies to run illicit web sites unknown to the local user/owner of
the machine? (a la zombies on Comcast sending spam as well as running
a web server)?  But either way it's a problem!
