By only blocking port 25, the ISP can still send the user an E-mail as 
to why the user's outgoing e-mail is no longer working.

And then the user can download what ever patches they need to repair the 
infection.

If Comcast is smart, they would set up a web form that allowed a user to 
request a retest once the machine has been secured.  Passing the retest 
would restore port 25.

And by using a web form, it does not tie up Comcast.net liveware.
