I'm in a long running debate with MS (hotmail).  One of their mail servers
is of by three years, and they won't check it out.  They say that my local
time zone needs to be set to correct the problem.  Two issues with this:
   1. Local time zone is set {correctly}.
   2. The problem occurs before it gets to _my_ mail server (one hop away,
but still under the domain of hotmail)

They still insist that I need to set the local time zone.
