I suppose I could if I had a better training at Law.

I would need to know exactly (by which I mean chapter and verse) - which 
section of the relevant acts I was claiming relief  and which Court would I 
address, the criminal (Magistrates Court ) or Civil (County Court)?

The authorities concerned (Police - Customs & Excise & Royal Mail) each have 
their own set of powers to make a persons life unbearable - but its getting 
them to act in the first place - now if this was a case of kiddie porn 
things would be different.
