Why not put it on the web page where you can access either the forums
or the ng?

If something happens and lots of people go looking to see what has
happened, they will probably end up on that page eventually since it is
where you get to when you click on Help.

Wherever it is put, it probably should be mentioned in a 'Welcome
Aboard' email.
