[SpamCop-List] Reports to "dev/null"

I don't know much about the technical aspects of computing, and this dev/null
stuff has me very confused.  Sometimes the only reports listed for a spammer go
to some variation of dev/null at spamcop.  Where do these reports actually go?
Is there any point to reporting a spammer when  the administrator of the host
from which the email was sent is not notified?
