True, but then you don't need any quotes, top, bottom, or inline.

Most mailers do a decent job to present "threads" based on both
Subject: and References:  My mail software is too stupid to
evaluate In-ReplyTo:, but it's really old.

Maybe the author knew that "top-posting" is off topic in an
NG about spam, or he thought that you won't hit him for an
apparently "stupid" question, I can only guess.  You could
ask him, sometimes users confuse Re:Mail and Re:News - or at
least I do this from time to time.
