You say it like there's something wrong with that instead of a
reasonable expectation. After all, we don't let people unlicensed
drive motor vehicles on the road (and in my state, you also need to
carry your own insurance to drive). Likewise, people should have some
idea as to what they're doing online before exposing themselves to the
world.

Just out of curiosity, do you have the same problem with logfile
parsers that accomplish the same thing, without setting any cookies on
your system? Example output from one popular open source parser
