I personally have gotten into the habit of turning on my high beams
when approaching vehicles with their high beams, high-intensity (blue
headlights can pick you up a *big* ticket, since blue lights are
reserved exclusively for police vehicles and white headlights are
mandatory), or fog lights on.  Started doing it when I was getting
around by bicycle (which has a two-light headlight system similar to
what's found on police bicycles; I can re-aim my highbeam directly at
the offending driver from my bike).  If I can't see, they don't get
to, either, until they dim it.
