Using my imagination, I can also imagine some 'secret' uses as well.

When I reflect and recall the wonderful resource which the spamcop
evidence base used to be before it was hidden from access by the
'public' - I find myself wondering if there are some important
spamfighting entities who are non-spamcop who are given access to that
evidence base, such as spamhaus's staff, or spews 'people'.
