If you would have read his posting with an attention spam slightly 
longer than that of a pigeon,

you would have noticed that:

John was interested in finding the location of email sources so that he 
could manually report kiddie porn. Just sending it to the above is not 
necessarily the best or only way to go about it, just your 'easy' way to 
be done with it.

Also, not everyone is from 'here,' nor from Coon Rapids, Minnesota.

There is a website that you can plug in an IP address and it returns a 
geographical location. It's not always accurate and not always able to 
find a location.

Using Mike's example, the IP comes back with a 90% certainty of being 
located in the capital city of Rabat, Morocco.
