Why have you let this problem go on for so long? I'm been using Mozilla 
Mail to forward spam for several years, and never any problem besides the 
obvious down times, and even then almost all messages have eventually gone 
through.
My first guess is that you are doing something wrong, you are not 
forwarding messages as attachments, your account address is incorrect or 
deleting messages (however I assume the messages would still be waiting 
there when you log in to Spamcop), or you are not forwarding to the correct 
address, which is displayed when you log in to Spamcop.
Oh, there's always the possibility that these forwards are not getting past 
your ISP, that would really suck. My ISP does some filtering on outgoing 
mail and I piss and moan about it constantly.
I do keep track because I save the sent messages so that I know how many I 
submitted to Spamcop.
