I wonder what the contractual relationships between dtag and tekcom are.
Is tekcom a dtag customer/client?  Does tekcom have to 'behave' in any
particular way in that relationship if there is one?  The upstream
adjacency of dtag doesn't prove anything about that relationship, but it
raises the questions.
