I would bet that if a foreign abuse desk thought that seeing the
spam in 'its' character set would be beneficial, that they would
have contacted spamcop already with the suggestion.
Abuse desks either use spamcop reports or they don't. Although
there have been some very animated discussions some years ago on
whether reports should be in the language of the abuse desk, IMHO,
the general consensus now is that any server admin qualified to
operate a server should know about spam and about blocklists and
how to avoid them - no matter what language they speak. The actual
spam can be reconstructed in the proper character set if it is
actually needed - for either legal proof or in case the customer
claims that this was solicited email.
