[SpamCop-List] Odd persistent but intermittent problem

This has been happening for almost two months now.  I STILL can't narrow
it down in any way, except...

I have a few persistent spammers.  They send, day after day, identical
spams differing only in the header information.  I submit the spams by
email.  About half the time, the spam gets properly processed and
reports sent.

The other half, it seems that SpamCop "confuses" the submitted (and
current) spam with an identical-except-for-headers spam from about the
beginning of July, and refuses to report the spam as too old.  Once a
particular spam gets "mismatched", the only way I can get it properly
parsed and reported is to cut-and-paste to the webform - email
submission will invariably mismatch.

This ONLY happens with email-submitted spam (i.e. forwarded properly to
submit.encoded-gobbledygook at spam.spamcop.net).  Clue?
