addresses. They only list IP addresses which may have thousands of
email addresses going through them. To whitelist an IP address to
receive one email address means also receiving all the spam that is
being sent through that IP address.]
It depends on the method the scbl is being used by your ISP. If it
is tagged and sent to you, generally there is a mechanism where you
can whitelist it. If not, then generally the ISP will not
whitelist it because then everyone will be getting the spam as well
as you getting your email.
The best method is for your correspondent to complain about
unreliable email service to hir ISP and get them to fix it. The
second best method is for your correspondent to find a web based
email address that is not listed and use that to email you.
If more people like your friend complained to their ISPs when their
IP address was listed, perhaps more ISPs would act responsibly
about IP addresses that spew spam.
