Are you saying that your ISP can't/won't stop address bounce errors??  If 
so, perhaps you should explain the problem to them, if you can get ahold of 
a reasonably intelligent real-life tech support guy at the other end of the 
phone support number.

If not, you need to find out where the infected PC that is sending the spam 
is located, and have them and their service provider notified so that they 
can shut off spammy's flow.  Much of which has been described in various 
ways here.

If you are finding that the problem is your ISP doesn't seem sympathetic or 
is clueless, I'd recommend switching to one who is not as clueless.
