I just received a response from the DHC admin. He agrees that there is a 
problem with the Commuigate Pro package, and says he has submitted a report 
to their support line. He even offered me a link to follow the progress of 
that report, if I want to join another list.

In the meantime, SC does create notifies, so I guess I just need to be sure 
that I only submit spam for parsing when I know it is within the SC required 
48 hour term. Currently, it seems that the parser goes by my local server's 
time stamp, the one you stated was working correctly, in the absence of a 
proper timestamp later in the message. I have seen spam that should be 12 to 
18 hours old identified as "fresh".
