Short answer is no.  The SCBL is a list of IPs that have been identified as 
the source of recent spam (last 24 hours).  It is not an open relay, open 
proxy, or <insert any other> list.

The short turn-arounds do have drawbacks, but it is the best we've got right 
now that allows the list to be aggressive, but at the same time cause 
minimal collateral damage and reduce support requirements.  (i.e., we're 
already handling up to 300 emails a day.  I can only imagine what that 
number would grow to if listings lasted longer).
