Yes. I didn't cite that part of the rule.

Most people whitelist their subscribed mailing lists. So, if you are a
'spam tagger', it - a mailing list item - isn't tagged or flagged as
spam. If you /aren't/ a spam tagger, you have to spend a great deal of
time muddling thru' mixed mail poorly, so there will be a lot of
mistakes made and spam 'accidentally' opened and read and/or goodmail
lost. Using human eyeballs on mixed spam and normal mail subjects and
froms is a very poor practice which should be avoided or aided by
careful and diligent usage of tools such as spam filters.

I'm not clear on what you are describing about that problem.
