The only way I can think of that it/OE could be 'induced' to insert such
behavior is if you put email headers into the *body* of a message and
then coded the plaintext sending format to OE's strange form of Quoted
Printable.

Perhaps the chars were introduced when Jon mailed the item. I think
even OL maintains a proper copy of the original headers even tho' it
mangles up the body into a MAPI-ized mishmash which it has to de-mapi
into its own non-original condition when called upon.
People who handle spam and submit it to spamcop or abuse desks with OL
have to expect a lot of surprises, unless they have a new enough OL
which enables them to configure their registry so as to save the
original non-mapi/ed mail.
