Why?  It's perfectly legal to re-use an uncancelled stamp.  Sometimes people
realize they've applied too much postage, or ruin envelopes, so why shouldn't
we be able to re-use those stamps?  There's no way for the post office to tell
the difference.  It would be more efficient if they put the effort toward
making sure stamps get cancelled in the first place...

And yes, I've re-used uncancelled stamps, even the new "PSA" (Pressure
Sensitive Adhesive) stamps.  Just use a sharp razor knife to lift (not cut) it
all around the edges, then peel carefully.  You can help stick it to the new
item with double-sticky tape if needed.
