Well obviously your users prefer NOT receiving spam, to letting it in, AND
receiving your mails. All SpamCop did was inform the public of spam coming
from your ISP, and that's where to go to fix your problem at the end of the
day. Your ISP (unless it chooses not to receve reports) was informed of each
and every spam complaint about it. Obviously the ISP chose to ignore the
reports.
It may be time to switch providers.
