Perhaps now we can look at the original question.

Spamcop did not seem to be able to parse the original address:

Traceroute revealed last ping for "millstone.fitnessbiz.info" was at
202.99.172.171


Parsing this IP address through SC:
http://www.spamcop.net/sc?track=202.99.172.171
Showing us that abuse point of contact is "abuse at cnc-noc.net"

Now my question, why can I find the IP address using a traceroute
program, but Spamcop can't parse it?
