If you are submitting it to the webparser, allegedly you can forge a
little body saying no body text, according to Jeff a deputy, but not
according to the Material Changes faq.  That faq does not explicitly or
implicitly approve such a material change, but does emphasize the
penalties for breaking the rules, and does imply that such a change is a
material change.  Such material changes are generally against the rules.

If you are submitting it by forwarding as an attachment, it won't get
reported by SC.

Some say it might not be considered a 'full blown' spam, by some
definition, even tho' it might as well be, for all practical purposes.

All things considered, you might consider it to not be imperative that
blank or empty spams be reported.
