It is better to use your head than your tracert gizmo.  Let me see.
Here's a little mess, the tekcom.ru dudes.  They're pretty
nonresponsive, I think I'll notify the monster dtag.de, their upstream.
That is, tekcom is AS35060;  they have a single upstream adjacency, dtag
AS3320


Oh, I have another good idea!  I'll notify *dtag's* upstream -- that
will really show them/ tekcom [!?].  Why would you notify dtag's
upstream?  Because it appeared somewhere in your tracert coming back
from tekcom to your own computer?  I suppose you could just keep on
going upstream until you finally got to your own provider.

It reminds me of Demi Moore's strenuous strenuous objection in "A Few
Good Men" I saw again last night.
