Seriously, something simple might be best.  It sounds like a
translation, but if not, then whoever is not strong on
communication skills.

Myself, I would have said.  'I did look carefully at this letter.
It does not come from me.  It should not have been returned to me.
Please, look carefully at spamcop reports.'
