This is about reporting; it could be in .help or spamcop.
The business of modifying the body to say 'no body text' or some such to
enable source reporting of an empty spambody is not spelled out or
sanctioned in the faq -- and typically no deputy will 'bless' making a
change to a faq before submitting it which isn't authorized in the faq.
Deputies will only say 'don't do that' to things which aren't approved
or won't say anything.
The faq on material changes sez to not make any changes to cause SC to
find a link which it doesn't. This isn't exactly that. The faq
describes certain types of approved changes and how to handle them.
This is sort of like that, but not exactly.
This problem is not described in the faq on "Parsing and reporting spam
with SpamCop - decisions, problems" nor in the "Material changes to
spam" faq http://www.spamcop.net/fom-serve/cache/283.html
It is addressed in the forum at
http://forum.spamcop.net/forums/index.php?showtopic=122 which sez
"3. Forwarded spam consisting of just headers and
no body text (No body provided, check format of
submission). To report, add some text like
"No body included." before forwarding. [..]"
