Subject to being sure that it really is a legitimate company
selling a legitimate product like Target (see Robert Blair's
comment), it is just a waste of time to report.  There are not
likely to be enough other people who are upset over their practices
to put them on the blocklist.  They and their ISP will consider you
just a kook and ignore complaints.  And the email will not stop.

If you want to complain, copy msn on your complaints. And be
prepared to go to snail mail or phone calls (asking for
supervisors) until you get someone who can make a decision.

IOW, my advice is to pick your battles and pick your battleground.
