I saw this some more on some of my spams this AM.  I think it is an
intentional new configuration.  My guess is that if the parser is
'busy' -- has some kind of load factor determined, that it drops the
spamvertiser notification process.

That would suit me right down to the ground, altho' I think there are
additional configurations besides the 'busy' one to limit the
spamvertiser notification process.
